About SIPPI

In 2002 the Directorate for Science and Policy Programs initiated a multi-year project to bring a public interest perspective to science and intellectual property issues. Through that perspective the project examined the scope of the public domain in science, emphasizing equity in access to the benefits of science, and encouraging broad participation in deliberations on matters of intellectual property policy. In collaboration with several partners, the project:

  • examined the implications of U.S. intellectual property policies for scientific research, applications of science, and public access to the benefits of science
  • facilitated discussions and collaborations on these topics within a public interest framework
  • monitored relevant legislative and regulatory policy developments
  • promoted greater awareness and understanding of these issues among the scientific community, policymakers, and the broader public (our three key audiences)
  • proposed and assessed new public interest approaches to science and intellectual property

The project involved the scientific community and partners from other disciplines in shaping public policy on intellectual property issues affecting scientific research and access to the benefits of science. To that end, the project engaged in a wide range of activities, including:

  • research
  • briefings for Congress, the Executive branch agencies, and the press
  • symposia, workshops, and public conferences
  • monitoring IP legislation and litigation and their effects on scientific research and the public interest
