Consumer Access to Information Act of 2004

HR 3872

This is an alternative version of HR 3261 introduced in the Comm. on Energy and Commerce. While still extending new intellectual property rights in non-original databases and basic facts held in databases, this version of the bill narrows the definition of misappropriation by limiting the timeliness or time sensitivity of the data requirement and does not include exemptions for educational institutions. Such an exemption might allow nonprofit scientific or research institutions the use of a database or its contents after demonstrating to the court that the use was not commercial in nature.

Status:16 Mar 2004
Committed to the Committee of the Whole House on the State of the Union and ordered to be printed. Rules will decide upon the procedural path that this bill will serve.
