Stem Cell Research Enhancement Act of 2004

U.S. Representatives Mike Castle (R-DE) and Diana DeGette (D-CO) introduced the Stem Cell Research Enhancement Act of 2004 (H.R. 4682) yesterday. This bill would amend the Public Health Service Act and expand federal funding for stem cell research. The proposed legislation would direct the Secretary of Health and Human Services (HHS), in consultation with the Director of the National Institutes of Health (NIH), to fund research on embryonic stem cell lines derived in a manner consistent with the stem cell policy established by the Bush administration. The legislation would expand research eligible for funding, increase NIH scientist participation and establish strict ethical guidelines for research.
"The federal government should be in the business of encouraging and assisting research that can help save the lives of its citizens," said Rep. DeGette. "That is why 206 Members joined Rep. Castle and me in a letter to President Bush urging him to change his stem cell policy. It is why there is a bipartisan majority of members in the House and Senate that supports the expansion of the government's policy." A number of America's leading scientific institutions and universities also endorse the bill, including the Coalition for the Advancement of Medical Research, the Christopher Reeve Paralysis Foundation and the Parkinson's Action Network.
