PACE Through Education and Research Act

This is one of three bills contained in the Protecting America's Competitive Edge (PACE) Act. Its highlights include increasing funding for the U.S. Patent and Trademark Office (USPTO) by 20 percent; supporting the "first-to-file" system for patent applications; and calling for a research exemption with respect to patent infringement.
