WIPO Development Agenda Discussions Temporarily Stalled

A meeting of the Provisional Committee on Proposals Related to a WIPO Development Agenda (PCDA) from June 26-30 ended without agreement among member states. The PCDA was created in 2005 by WIPO's General Assembly to strengthen the organization's development aspect.
Specifically charged with examining proposals prepared by member states--and then issuing recommendations to the General Assembly--the PCDA emerged from its second meeting without agreement upon a set of recommendations.
Member states are divided over the issue of the scope of recommendations that should be made to the General Assembly, ranging from smaller-scale reforms of the Organization to dramatic changes.
The various proposals submitted by member states will be returned to the United Nation's September meeting of member states. Nevertheless, it has been reported that discussions and debate on this issue might very well carry over into 2007.
