University Technology Transfer Policies (March 7, 2003)

Focus questions for the meeting:

  • How do university patenting and licensing policies differentiate between basic scientific knowledge and research tools on the one hand, and actual products on the other? Are there differences across scientific fields?
  • What are the initiatives and practices that could encourage and/or make more distinctions feasible?
  • What are the positive and negative effects the Bayh-Dole Act has had on university research?
  • What types of changes to the Bayh-Dole Act, if necessary, might better facilitate the availability of research and the free exchange of research tools?
  • What are some of the best/better practices for facilitating research and tech transfer? Can they complement the Bayh-Dole Act and/or serve as alternative models? Do new alternatives need to be developed, and if so, how can they be tested and promoted?
